On March 4, 2025, a special moment took place in Pemba for the Mozambique LNG Foundation, which held its first official event by signing a Memorandum of Understanding (MOU) with the Cabo Delgado Provincial Executive Council (CEP). This agreement symbolizes a deep commitment to the development priorities of the province of Cabo Delgado.
First Mozambique LNG Foundation Event: A Symbol of Commitment to Cabo Delgado
The event was attended by His Excellency Valige Tauabo, Governor of Cabo Delgado Province, and Maxime Rabilloud, Chairman of the Executive Board of the Mozambique LNG Foundation, signatories to the agreement. The MOU establishes a partnership to promote the social and economic development of the province, aligning with Mozambique’s development priorities.

The areas of cooperation include education, early childhood development, and community health. Governor Valige Tauabo highlighted the Foundation’s support and involvement, while Maxime Rabilloud expressed enthusiasm for the positive impact the Foundation aims to achieve, even before gas production begins.

On the occasion, Maxime Rabilloud, Chairman of the Executive Board of the Foundation stressed that “the Foundation is a long-term commitment, not only to the communities surrounding the project’s operations, but to the entire Province of Cabo Delgado.”
The Governor of Cabo Delgado Province praised the support in his speech and addressed “words of appreciation and satisfaction to the Mozambique LNG Foundation, for having joined the Government’s efforts to improve the quality of life of our population.”
This Memorandum, which will last for three years, will be overseen by a Steering Committee chaired by the Governor and composed of representatives of the Foundation and relevant national institutions.
Mozambique LNG Foundation was established to support the acceleration of structural development gains across Cabo Delgado province, contributing to national and provincial efforts even before gas production and revenue generation begin. Legally constituted in December 2023 under the Mozambican Law on Foundations (in accordance with the provisions established in Law No. 16/2018 and, where applicable, Decree No. 41/2018), it was founded by the commitment of the Concessionaires of the Offshore Area 1 of the Rovuma Block (Total Energies, Mitsui, ENH, ONGC Videsh, BREAM, BPRL, PTTEP).
