Foundation Executive Board Representatives Visit Projects in Pemba

On August 12–13, 2025, the Mozambique LNG Foundation hosted in Pemba, the provincial capital of Cabo Delgado, a visit by its Executive Board representatives Mr. Ajay Sasikumar (from ONGC Videsh Rovuma Limited & BREMEL) and Mr. Wataru Kosami (from Mitsui & Co.). They were joined by Mr. Nurmomade Abdulcarimo, one of the 7 members of the Advisory Board of the Mozambique LNG Foundation. In addition to visiting the projects implemented by the Foundation in the first half of 2025, the group was able to meet with key provincial and municipal authorities, including: HE Valige Tauabo, Governor of the Province of Cabo Delgado; Mr. Satar Abdul Ghani, President of the Pemba Municipal Council; Dr. Magide Sabune, Provincial Director of Health; and Mr. Ivaldo Quincardete, Provincial Director of Education.

The 2-day mission revolved around 3 important projects supported by the Foundation and included:

  1. The formal handover of the Samora Machel primary and secondary school, rehabilitated following its destruction by the Chido Cyclone that hit the province in December 2024. A total of 6 schools were rehabilitated with support from the Foundation in the first half of 2025 – 3 in the Mecúfi district and 3 in Pemba city – in which over 23.000 students are currently registered.
  2. The official launch of a 6-months Health Training Program preparing 200 Community Health Agents originating from 14 districts of Cabo Delgado. They will serve some 400,000 people, offering the first line of access to health in their respective communities.
  3. The inspection of the Paquitequete Water Distribution System, a locally operated, solar-powered and grid-connected network, delivering clean water to over 30,000 residents in one of Pemba’s oldest and most overcrowded neighborhoods.

The visit provided an opportunity for the Representatives of the Executive Board of the Mozambique LNG Foundation to reiterate the Foundation’s commitment to inclusive development and strong institutional partnerships in Cabo Delgado.

Training of 200 Multipurpose Health Agents Begins in Pemba

The Provincial Directorate of Health of Cabo Delgado initiated the training of 200 Multipurpose Health Agents (APS) in the city of Pemba with the support of the  Mozambique LNG Foundation. This initiative aims to strengthen community health services in 15 of the province’s 17 districts, covering about 28% of the current human resource deficit in this area.

These agents plays an essential role in health promotion and disease prevention, especially among the most remote communities. This project is part of the Foundation’s commitment to early childhood development, recognizing that access to basic health care is fundamental for the healthy development of children and the well-being of families.

The training, which includes technical and practical content developed by the Ministry of Health, prepares agents to respond effectively to community needs, as part of the national health policy and the strategy for the development of the community health subsystem .

Municipality of Pemba and Mozambique LNG Foundation sign memorandum to strengthen security with public lighting

The Pemba Municipal Council and the Mozambique LNG Foundation signed, on June 27 2025, a memorandum of understanding to install 100 solar-powered street lighting poles, as a response to the increase in nighttime crime and the damage caused by cyclone Chido to the city’s electricity system.

During the ceremony, the President of the Municipal Council, Satar Abdulgani, highlighted that public lighting will be essential to improve the safety, mobility and circulation of citizens, especially students and women who travel at night.

The project, funded by the Mozambique LNG Foundation, prioritizes critical areas of the city already identified by the municipality. For the Foundation’s director, Narjess Saidane, this partnership reflects the organization’s commitment to Pemba’s urban and human development:

“We are very happy to contribute to a priority issue for the city of Pemba. These 100 solar lamps will improve safety and mobility in areas chosen by the municipality itself.”

The agreement represents an important step in addressing the city’s energy and security crisis, highlighting the growing role of public-private partnerships in addressing urban challenges in Mozambique.

Mozambique LNG Foundation and Advisory Board Member are formally introduced in Cabo Delgado

The Mozambique LNG Foundation participated in the VI Session of the Cabo Delgado Provincial Development Observatory, which took place on May 22, under the motto, “Cabo Delgado, United for Peace, Security and Sustainable Development”. At the event, His Excellency the Governor of the Province officially announced its creation and publicly introduced one of the members of its Advisory Council, Mr. Nurmomade Abdulcarimo.

The session, which brought together various actors from the provincial government, cooperation partners, civil society organizations and representatives of the private sector, served as a space for dialogue on the challenges and opportunities of local development, in particular, socialization and collection of opinions on the Five-Year Plan of the Provincial Decentralized Governance Bodies for 2025/2029, consideration of the Plan and Budget of the Provincial Decentralized Governance Bodies,  for the year 2025, the Implementation Report of the Cabo Delgado Reconstruction Plan for 2020/2024 and the study of mechanisms to prevent and combat corruption.

This presentation highlighted the Foundation’s commitment to the sustainable development of the region in favor of human capital and economic diversification. The introduction of Mr. Nurmomade Abdulcarimo, a native of Mucojo district, Cabo Delgado, as a member of the Advisory Board, was received with interest by the participants, reinforcing the Foundation’s intention to work with recognized experienced and committed local voices.

Adbulcarimo, demonstrating deep knowledge of the local reality, the result of a lifetime lived in the province, expressed “pride and satisfaction for the invitation received” and made a commitment to “actively contribute to ensuring that the foundation’s support effectively reaches the communities that need it most”, reinforcing his personal commitment to the development of the region.

The Mozambique LNG Foundation was created under the Mozambique LNG project and had already formalized a Memorandum of Understanding with the Provincial Government of Cabo Delgado, with a view to implementing social initiatives with an impact over the next three years.

The Foundation’s participation in this session of the Observatory represents an important step in building strategic partnerships and aligning with the province’s development priorities.

More than 30,000 people have access to safe drinking water in Pemba, Mozambique

On March 18, a new solar-powered water system was inaugurated in Pemba, Mozambique, providing a safe and sustainable source of drinking water for 5.000 families, over 40,000 people, resident in Paquitequete, the oldest neighborhood in Pemba. The $300,000 initiative was developed in collaboration with the Pemba Municipal Council and funded by the Mozambique LNG Foundation.

Paquitequete is a historic, very vulnerable and densely populated neighborhood that hosts a large number of displaced people. Water and sanitation conditions are difficult, which makes the supply of drinking water a key concern.

The delivered system has an underground reservoir with a capacity of 300,000 liters, an elevated tank with a capacity of 30,000 liters and a network of solar-powered pumps distributing water through five 10,000-liter stations throughout the neighborhood. This infrastructure improves water quality and reliability, reducing dependence on alternative sources often affected by high salinity levels. A local water management committee was also set up to ensure the full autonomy and sustainability of the infrastructure.

In Mozambique, access to clean water is a significant challenge. According to 2022 data from the World Health Organization (WHO) and the Joint Monitoring Program (JMP), 63% of the population has access to basic water services and only 38% has access to basic sanitation facilities. In Pemba and especially in Paquitequete, difficulties in accessing water are exacerbated by rapid population growth, largely due to internal displacement caused by the insurgency in Cabo Delgado.

This initiative aims to reduce the incidence of disease and mortality, especially among children, through the provision of clean water. It is aligned with the National Development Strategy of Mozambique 2025-2044 and the Resilience and Integrated Development Program for Northern Mozambique (PREDIN). The Government of Mozambique’s effort and commitment to accelerate the coverage of water and sanitation services by 2030 is crucial to improving quality of life and public health.

During the inauguration ceremony, Pemba Municipal Council President Satar Abdulgani emphasized the health and economic benefits of safe access to water, stating, “Safe access to water has significant economic implications. It reduces health risks, strengthens community resilience and supports local businesses. The availability of renewable energy hydro infrastructure also complements broader efforts to integrate sustainable solutions into urban development projects.”

First Mozambique LNG Foundation Event: A Symbol of Commitment to Cabo Delgado

On March 4, 2025, a special moment took place in Pemba for the Mozambique LNG Foundation, which held its first official event by signing a Memorandum of Understanding (MOU) with the Cabo Delgado Provincial Executive Council (CEP). This agreement symbolizes a deep commitment to the development priorities of the province of Cabo Delgado.

The event was attended by His Excellency Valige Tauabo, Governor of Cabo Delgado Province, and Maxime Rabilloud, Chairman of the Executive Board of the Mozambique LNG Foundation, signatories to the agreement. The MOU establishes a partnership to promote the social and economic development of the province, aligning with Mozambique’s development priorities.

The areas of cooperation include education, early childhood development, and community health. Governor Valige Tauabo highlighted the Foundation’s support and involvement, while Maxime Rabilloud expressed enthusiasm for the positive impact the Foundation aims to achieve, even before gas production begins.

On the occasion, Maxime Rabilloud, Chairman of the Executive Board of the Foundation stressed that “the Foundation is a long-term commitment, not only to the communities surrounding the project’s operations, but to the entire Province of Cabo Delgado.”

The Governor of Cabo Delgado Province praised the support in his speech and addressed “words of appreciation and satisfaction to the Mozambique LNG Foundation, for having joined the Government’s efforts to improve the quality of life of our population.”

This Memorandum, which will last for three years, will be overseen by a Steering Committee chaired by the Governor and composed of representatives of the Foundation and relevant national institutions.

Mozambique LNG Foundation was established to support the acceleration of structural development gains across Cabo Delgado province, contributing to national and provincial efforts even before gas production and revenue generation begin. Legally constituted in December 2023 under the Mozambican Law on Foundations (in accordance with the provisions established in Law No. 16/2018 and, where applicable, Decree No. 41/2018), it was founded by the commitment of the Concessionaires of the Offshore Area 1 of the Rovuma Block (Total Energies, Mitsui, ENH, ONGC Videsh, BREAM, BPRL, PTTEP).
