Why this matters
In Cabo Delgado, the consequences of poor connectivity reach every sector. Farmers cannot get produce to market. Patients face hours-long journeys to health facilities. Children miss school when roads become impassable in the rainy season. The province’s road network spans roughly 4,500 km, of which less than 20% is paved, and more than 40% of district roads were classified as impassable in 2023 – including stretches in the provincial capital itself.

The project
The Foundation launched a program in partnership with the Northern Integrated Development Agency (ADIN) to establish stronger public capacity for the construction and maintenance of municipal and secondary roads across Cabo Delgado. A new unit was set up and equipped with specialized machinery to reinforce the province’s capacity for road paving, maintenance of unpaved secondary rural roads, grading, and rehabilitation. Strengthening this operational base supports the recovery of strategic stretches that connect production areas to markets and link communities to schools, health facilities, and services. The intervention is aligned with the National Development Strategy (2025–2044) and the Cabo Delgado Provincial Road Development Plan (2023–2027).
Results and targets
- Specialised road maintenance equipment provided.
- New public road construction and maintenance unit established, with an expected cost reduction of up to 50%.
- Support for opening, grading, and rehabilitation of roads in priority corridors.
- Provincial capacity strengthened for secondary and rural road networks.
